How much should EGR diaphragm move?

Before I begin, I wanted to let you guys know that I did indeed read-up on EGR and code 32 topics in the forums. In my daily driver 92 LB9 5spd TA every once in a while, like no more than once a week, I will get a code 32. I turn off the car, start it again, and it goes away.

I read the article "lowdown on code 32". I am getting ported vacuum to the egr, and i know the passages in the intake/heads aren't clogged because I just had the intake off a couple of months ago. I let the car get to OT, removed the throttle bracket on the plenum, covered my hand with a sock so i wouldn't burn myself, and managed to get my index finger to touch the underlying diaphragm of the egr valve, revved the engine, and it definitely moves... no more than 1/8 inch or so. It holds position until I drop it back to idle. Does this seem like proper function?

I'm 4500 ft. elevation here in Reno, could that be a factor? Also, I am running a 180deg thermostat with appropriate fan switch, and stock PROM... could that be causing the occasional code 32? Any input would be much appreciated.

I'm not the resident EGR expert but the valves I've messed around with seem to have more travel than that- maybe almost 1/2". Don't recall ever messing with a TPI EGR valve specifically, though.
