Car runs rich after mods, any suggestions?

Car runs rich after mods, any suggestions?
Well I have a small headache here. I have an 89 iroc 350 tpi, ram air with k&ns, 58mm throttle body, ported plenum, afpr, ac smog egr cat delete, underdrive pulleys, long tube headers straight to purple horny glass packs and 24# hr accel injectors. Have updated ignition to all accel including 300+ ignition box, put shorty plugs in filed down and gapped to .050 and even installed a new prom to tell the computer it has 24# hr injectors in it but it till runs fat at idle and sometimes hesitates when giving it gas. I have done the throttle body coolant bypass. The plugs keep fouling out and it blows smoke untill it runs in closed loop. Would a heated o2 help this out? Any suggestions that dont involve a dyno tune, I cant quite afford that yet and am hoping theres something simple im missing.

Its only at 44psi, I thought stock was supposed to be 43.5psi? It was a little better when I had it at 30psi but that just seems too low.

Any suggestions that dont involve a dyno tune? I was thinking of a 3 wire heated o2 sensor or maybe putting some 1.6 ratio rockers on to try and even it out. Its just a pain in the *** when you put all this stuff on your car and the plugs keep fouling.
