Strange noise

My brothers 1990 V6 Firebird is making a weird noise, It starts immediately when started, and begins as a high pitched noise, and then changes to a rhythmic sound like swinging a tennis racquet. Took the belt off and it was still there? Maybe a vacuum leak? Any other Ideas?

One other thing I forgot to mention is the noise goes away at cruising speed.
