Smog Delete Pulley?

Smog Delete Pulley?

So I've seen this term, "Smog delete pulley" thrown around a little bit and I don't understand why one is necessary. I bought my iroc dismantled down to the pistons, serviced everything and put it back together, minus all emissions and a/c... I have two belts running my alternator, powersteering, waterpump, and of course my crankshaft pulley. No emissions pulley, no A/C, nothing... Did I do something wrong? *confusion*

It's only needed for single serpentine belt systems, but it's not REALLY needed at all, easy to bypass it.

It fills up the empty space left when the air pump is removed....just looks better IMHO.
