AC out of Windshield Vents

AC out of Windshield Vents
okay -- I thought I was mechanically inclined.. but, the ac in my 88 IROC is totally kicking my ***.
I've got a new compressor on.. new dryer.. new switch in the back of the dryer.. converted to 134a.. and YES!! It's cold as can be.. and only blowing out of the vents by the windshield.. you know where the defroster blows.
I looked underneath.. I see one vacuum connection on the passenger side kick panel.. another just to the drivers side of the radio/ac pod. Pulled em off.. no vacuum.
Looked under the hood.. and there's a vacuum line coming off of the passenger's side of the intake.. that appears to be headed toward the passenger compartment. It's just broken in two.. I don't see where it goes.. Once the car cools.. I'll see if I can see the other end of it.
Is this the line to control the vents? Also, isn't it just mechanical.. I live in Texas and won't need the defroster too much.. I'd like to have it correct.. but, if it's a major deal.. can't I just set it up to ALWAYS blow out of the vents?

And when there's a vac problem, the default is defrost. Fix the line and my guess is you'll be good to go.
