Maybe.
Depends on the laws of your state.
You can make it pass a sniffer, but not a visual inspection.
Why don't you cough up some specific info so we can give you some specific answers eh?

puttin a used 350 1976 with all stock oe intake carb smog vac ect from 83 for now need smog
if my computer controlled timing is f**ked mechanical will ajust right

Is your computer screwed? Will it not adjust timing for you right now? If it works now, stick with it. It's better than a mech setup, and WILL pass you smog.
CA is pretty strict. I'm the last person you'd want to ask, but I think Five7kid is pretty knowledgeable about that type of thing, he might post in here.
If you need to go to mechanical dist, you'll need to go to mechanical q-jet carb, and then you're done, since you have the 5 speed. But will it pass smog without the factory parts in there? (ie CC carb and dist?) I don't know.

You can't put a vacuum/mechanical distributor with a computer controlled carb. Period, end of discussion.
You can't pass CA emissions test/inspection with a vacuum/mechanical distributor and non-CC carb. Ditto on the status of the discussion.
Technically, you can't put that engine in your car. You can put an '83-up carb 350 in if you call it an engine from a Caprice/Parisenne (sp? Pontiac version of Caprice)/Roadmaster and have all of the emission equipment on it that came in those cars, and go through the "motor change" process.
You may be able to install the engine, with all of your 305 equipment operating properly, and get it through the standard inspection/testing process if you keep your mouth shut.
