Exhaust Shop trying to sell me new cat

The last time I went to the exhaust shop (Meineke), just for a new pipe inspection the tech banged on the bottom of the cat, heard rattling, and said "You need a new cat, and since your inspection sticker is this month, I am required by law to install new cat". I walked, of course.


Yes, the cat does rattle if you bang on it, but the performance is OK.

Is there really a law that requires them to install a new cat ? I figure it's just bs.

I'm asking because it's time once again for a new pipe, and yes, my inspection is due this month. I'm in Pa.
