Should I look for/use a certain year model heads and block with my 1989 TPI intake?

Yes, you want an '87 and newer roller cam block. The benefits of a roller cam far outweight the extra cost. For heads, you can use either centerbolt or perimeter-bolt style, but the centerbolt style is the newer design for later-model cars. An '89 TPI intake will have the center four holes at a different angle that matches the centerbolt heads, too.
