I don't believe they are rebuildable. At least not to that point that you'd find a "rebuild kit" at you local auto parts store.

You can buy a replacement unit, though. Or scrounge a junkyard.

It depends on if it died in action or if it has just been sitting in a junkyard for years. If it has been sitting and won't turn, you can partially disassemble it from the back and after you free up the needle bearings with WD40, pack them with wheelbearing grease and it will live a long time.
Don't mess with the plastic wheel on the front. It will only break.
A reman one is only $54 with a $12 core at Auto Zone.

Re: frozen smog pump...

Opened it up and it was litterally layered in rust.. I had to soak it in down with carb cleaner for 30 mins and did some light sanding.. WD-40ed it up put it back together. Now it spins..

I got a question on the spinning though. Is it suppose to spin freely or is it suppose to feel like its getting pressure then releases and so on?

It's supposed to spin freely. The vanes are set up so they almost touch the outside walls. Since it doesn't pump much pressure (more of a breeze) they don't have to seal off.
