I'm pretty sure that's a no. There should be a small piece of foam wedged in there held in by the clips. that acts as kind of a filter. I suppose to keep dirt and other junk out of the solenoid. At least, that's how my solenoid looks.

Thank's, that makes sense. I didn't remember removing anything when i took it off but i just wasn't sure.

If you're interested in stuffing some piece of foam on there, here's a photo of how it looks on a new solenoid. Upper right corner you can see the foam block/brick/whatever

YES a vacuum line goes there, two in fact. Its a dual vacuum line connected with plastic. The dual-line part plugs into that solenoid on the opposite side of your pic, and the two lines go to the EGR valve and to the port on the bottom of the throttle body.
