I have a 84 Z 5speed 305 is it comp controlled car?

Unless it was originally delivered in Canada, yes, it is computer controlled.

No. It controls primary mixture and ignition timing.

Hated that comp. controlled carby. Had mine taken out and replaced it with a standard Rochester and new dizzy. Works much better.

The computer controlled q-jet is the best possible street performance carb out there. Anything you could put on in its place would be a downgrade. The two I've had worked flawlessly when adjusted per factory specs.

However, with a T5, a double pumper carb can be justified. But, it will be more of a hassle to set up, to say nothing of the expense.

I bought a wrecked 305 215 hp car. It has a TPI in it and I want to put the block and heads in my 84 and use the stock intake and carb from the 84 LG4.Do I need to program the comp? How about the carb? Do I need to put bigger jets in the carb? I think I'll stick with the 305 until I blow it up. By then I should know all the rules.

No need to reprogram the ecm and you should only have to change out the secondary rods and hangers. You will likely need to adjust the carb to the new motor. A dwell meter and a volt meter (for the TPS) are all the 'extras' you'll need.
