To me it looks like the vacuum switch that controls EGR function.

Yeah, it's got it's electrical connection but it sure looks like something else is supposed to connect to it. Stupidly, I cannot remember what was there when I took it off.

That is the vent port for the EGR solenoid. There is suppose to be a little foam filter there but they usually deteriorate and fall apart after a few years. I've only seen them intact on low mileage and garage kept cars.
