Is it worth it?

I'll start off by saying I'm new to the message board here, so if this is in the wrong spot, I am very sorry. But here's my situation...

I'm 15 years old, getting ready to get my liscence in less than a year, and I'm a big fan of cars. I've liked 3rd gen camaros/firebirds/trans ams since I knew how to use the internet.

There's a trans am for 1000 on craigslist in a nearby town. The ad says "1989 TRANS AM has a 305, headers (not installed), automatic, starter cylinder may need to be replaced $20 at autozone, car runs and drives great. eclipse head unit. price reduced for quick sale."

I'll gladly replace a $20 dollar part, and drive it. I'm not sure if he's trying to use that as an excuse for the whole car not starting though. Thoughts?

If there's something wrong with any part of the starter, then the engine is not going to start. If that's all it is, fine. But if it's only $20, why hasn't he done it? Sounds fishy. Otherwise, the price seems about right.
