Noticed an oil-cooler, is this standard?

So, I was changing the oil this weekend, and noticed a coolant hose running into the oil-filter flange. I could kick whoever installed the Oil Filter, in the *****......I literally broke a filter removal wrench trying to get it off. Ended up having to punch a screwdriver through the filter, and use my body weight, pushing on the screwdriver with my foot an entire rotation and a half before I could twist it with my hand. Anways......I assume it's an oil-cooler, did these come standard in the GTA?

that can also happen from badly overheating the engine and literly melting the oil filter seal to the block [ normally other damage can be noticed ]
or from someone not changing the filter with their oil have seen this happen before more than once
but usually like you said its from some one way over tightening the filter
