Yep....Thats the good ole ECM speed override, courtesy of the ignition cutting out, until the speed is reduced. Once the speed is reduced, it kicks right in, right?
BTW....Typing in caps is seen as yelling or emphasis (if only a single word is capitalized). Might I suggest not typing in all caps? Thank you.

It's burned in the chip and based on the tires that originally came on the car from the factory. If your car came with tires with an S spreed rating, as many 3rd gens did back then, they were only rated to 112 MPH. Guess where GM chose to shut the party down on cars with 112 MPH speed rated tires?

Yes its in your prom, you can have a new chip burned and tell who ever burns it to remove the speed limiter.

Yes you could have a custom PROM programmed & get rid of it....$$$
Now, I would suspect your ?TPI? would work the same way, but I'm not 100%, but I see NO reason whjy not. Or you could get rid of it for under $3, or even FREE, if you already have a spre toggle switch laying around.

Originally designed & written on a TBI/T5 car, but a TPI should be using the same VSS, right? If so..... Speed Limiter Bypass
