High Idle and Code 35. Any suggestions?

High Idle and Code 35. Any suggestions?
I have a 1991 3.1L RS. Recently I removed the plenum and replaced the gaskets. After re-installing the plenum, im getting a slightly higher idle and code 35 (IAC Valve). How can I check the IAC before replacing it? I am running with no thermostat right now, could that be the problem? What else could be causing the high idle and the code 35? Thanks in advance.
