If they're slightly over tightened after the point of proper adjustment, the engine would run rough at worst.
If they've been screwed down all the way, the engine won't run because the valves would never close.

Backfiring, if they are too tight, not to mention if it is on a new flat tappet hydraulic, you WILL destroy the cam and lifters if not taken care of quickly!

correct adjustment of regular hydraulic lifters allows for anywhere between at least 90 degrees and 360+ degrees past zero lash.
