factory painted blocks?

hi guys, i just had a quick question. did GM ever paint our blocks from the factory? the reason i asked is because i just had to change my waterpump on my 86 iroc. and i noticed the heads and block are black, and it looks like paint, not just oil and carbon build up.

They paint them all. It would be covered with rust if not.
