Its the fuel vapor canister. beleive fuel vapors from the gas tank our collected here and then drawn into the carb or fuel injection system to be burned off.

ok because I just noticed it was leaking out off the bottom and I was afraid it was a fuel pump. so any ideas to why it is leaking.

Bad hose? Bad Clamp? Cracked? Inspect it and see if you can figure out the source of the leak.

the hoses are all fine and the clamps are fine and I see no cracks but im thinking its leaking out out of the bottom of the canister but im not sure i have not pulled it off yet

Water may have gone into it from the hole it sits ontop of. Also, dont forget to put in a new filter in it once you got it squared away.

It is common for these to leak/crack out of the bottom. I agree with campin1983 that somethings broke somewhere. Inspect it real good because it dosen't take much of a crack to leak. Good luck.

ok so i pulled it off and the filter looks like crap but other then that it looks fine but i got a question what comes out of the filter because what ever was so called leaking may have just been what ever comes out of the filter. (btw sorry for the dumb questions im not very familiar with this kind of stuff)

The filter is like a breather filter. No liquids get filtered through it. And yes, over time they get nasty. When you removed the canister, did you see a hole that it sits over? Water or any other liquid can get into the canister from that hole. Like when you go through a high pressure car wash when you get the undercarriage spray, driving over deep puddles splashing up etc.
