ECM Questions 7427 and 8625

I have a 1985 Land cruiser that I installed a 1993 TBI 350 out of a surburban with a 4l60e in and have the 6825 chip. I had a harness made for this combination and have installed the engine in the truck and am trying to get it to run. I installed a Walbro inline fuel pump kept all of the egr equipment in the harness and have installed all of it. I timed the engine with the the timing wire disconnected to zero and still cannot get it to start. It will start for about a second at most but then shut off imediatly. I have fuel pressure and when I'm cranking the injectors are working but when it pops off it seems like the injectors are barely spraying and it kills right away. It doesn't start up every time either only every few tries. the oil pressure sensor is new and hooked up. Theres oil in the engine. I only have the exhuast manifolds installed at the moment, I used a 3 wire o2 sensor. I have been reading this forum and have found a alot of valuable information and am wondering if there is a difference in the 6825 pcm that maybe the harness isn't setup to support? when the harness shop left a message telling me the harness was ready he mentioned that he wasn't sure if it would function the same as the 94 95 ECM so I'm concrnced this might be the case? Could this be why it wont run? Everything else seems good. I put a scanner on it and the only code it shot was #54 fuel pump relay which is brand new and came with the harness so I'm not sure on this one. The fuel pump runs for 5 seconds when the key is turned to run and then for another 5 seconds after I try to start it.

I guess the real question is could there be a difference from 6825 -7427 that would make this harness and engine combo not function properly?
