sorry i worded that really weirdly after reading over it. its putting out dark smoke out the exhaust. and i guess i was stating that it was a TPI

Oh ok yea thats kinda what i thought u meant just clarifying on that. So onto the problem I think it can be said safely that if your pumping out black smoke your running pretty rich which would definitely explain the lack of power. Next questions any check engine codes? I imagin youve might have the one for rich exhaust atleast. Beond checking for trouble codes I suspect the possibility of a fuel injector problem (including the cold start valve if you have one) or a ruptured pressure regulator. So long story short check for codes, test out the injectors, and put the key in run and pop the vacuum line off the fuel pressure regulator and see if fuel comes out of the vacuum line (from the regulator).

no i still havent, im rebuilding the engine over winter and deemed it a waste of money to try and fix it right now, as one of the other members said it could be the fuel pressure regulator, in a TPI its like a 700 replacement

If its the FPR, i've added an adjustable fuel pressure regulator from Crane Cams, and it definitely wasn't $700 . I don't think it was more that $50 IIRC.
