won't start after cam install

I have an 84 camaro with a 400 small block. I replaced the cam and lifters. I put the crank gear at 12 o clock and the cam gear at 6 o clock so they lined up. The chain was a little loose but nothing I think to be concerned about. I adjusted the valves by putting number 1 piston on TDC on compression stroke and adjusting the valves needed, then put number 6 piston on TDC on compression stroke and adjusting the valves needed. I did notice that on the number 3 cylinder I believe and i forget if it was the exhaust valve or intake, that after zero lash I couldnt even turn it 1/8 before it was extremely tight. I turned it as far as possible though. I then put number 1 piston on TDC on the compression stroke, put the distributor in and pointed the rotor button at number 1. I then tried starting only to get nothing out of it. I would get an occasional backfire out of the exhaust or carb but that is about it. The distributor would go in 2 ways and I believe one of the ways was 180 out(correct me if I am wrong) but neither way showed any results really. Im kind of new to carburated motors so any help would be greatly appreciated!

did your soak the lifters in oil for a while before you installed them!

yes they soaked for 2 days. By the way, the cam is a summit racing cam SUM-1108

anybody? The heads are world product sportsman 2s if that helps any. I was going to adjust the valves by watching the intake and exhaust valves but I dont understand how to do that if the rocker arms are so loose that it has no effect... I think I have just been at this for to long making my brain lock up. Ive done this many times before...ha. Any help anybody?
