What does the thick hose under the air cleaner go to?

after doing a lot of reading i decided that until i get a cowl hood i'll go back to the stock air cleaner.

i was just looking at it and on the bottom of the one arm of it theres what looks like a metal hose. where does that go to?

Sounds like you're referring to the heat riser - it normally just goes down to a fitting on the exhaust manifold. It is supposed to take in hot air from around the exhaust manifold when the car is cold, to help it warm up faster. It won't hurt anything to remove the hose, although it needs to be there to pass smog visual check.
