wont idle after swap

wont idle after swap

Please Help
Engine starts with the throttle opened up a hair but surges and lopes.
Heres the details.
Swapped complete engine assy into my brothers car.(replaced trottle body with 87 due to linkage requirements)
New Howell Harness etc.
Burned 89 chip no vats etc.
fuel pressure 42-43 ish
tps set to spec
adjusted base idle (readjusted tps after adjustment)
adjusted base timing
checked for vacuum leaks all around intake plenum runners cannister etc
found nothing.
At first it wouldnt start at all, thats when i checked reference pulses injector ohm value and fuel pressure and spark. Thats when we found if you opened the throttle body a little it would start. Made the above adjustments and now i have it running but the surging loping problem is there. Planning on replacing coolant temp and plenum air temp sensor. NO CODES All suggestions greatly appreciated.

Not sure if this is right or not, but isnt an ideal fuel pressure around 25psi? seems like youre running almost double that. Could account for something... not really sure though. just trying to help

silly response but you may be 180 off. Or the distributor wires arent making contact.
just something to double check.

OK Checked IAC works fine but swapped with spare anyways. No help. So i started checking for vacuum leaks again. Found a T coming off the plenum with some sort of check valve checked it with a vacuum gauge would not hold vacuum. Temporairly plugged it. Starts and runs with minimal surge now but i think i have to reburn the chip i forgot to eleminate the egr stuff. Thanks for the input folks and remember to use test equipment (vacuum Pump) cause i sprayed ether all over that valve and it didn't do squat. I'll post what changes the new eprom makes if any. Thanks again.
