Car: 1989 Firebird Formula 350 TPI
Engine: 5.7 350 TPI
Fuel Gauge not working.

I have a 89 formula 350 TPI. Not sure why, but the fuel gauge always reads abouve full. Never moves. Even when the car is off. It has been that wasy since I got the car. I dont know what it is. What might the issue be here? Im hoping its potentially something that wont require me dropping the tank because its now December in NY and too cold to be doing major "surgery" because I would have to do it outdoors. Any suggestion and all help is greatly appreciated. When explaining something please act like assume I have no idea what you are talking about and if possible break it down for me. Thanks again.
