86 Iroc fuel gauge bouncing

Car: 86 Iroc

Engine: 305 TPI

Transmission: 700r4

Axle/Gears: GU5 323

86 Iroc fuel gauge bouncing

When full needle stays at full, once fuel gets burned off it starts to bounce while driving. Doesn't move when car is sitting still for a while. Sending unit or baffles in tank? Thanks for any and all help.
