TPI/SMOG STUFF help dont know what it is!

Transmission: 700R4
Axle/Gears: 2-77 =[
TPI/SMOG STUFF help dont know what it is!
So just let me start off as in i don't know if this is smog stuff or not i cant figure out what this dam thing does its a piece that sits right below the penelum on the TPi and stands on the intake manifold. to me it looks like i could just take out. any one have any idea including pictures off Google.

okay so can i take it off? with out it messing with the ecu? im new to this efi stuff. i mean ill leave it if its helping hp or tq but if i get better performance can i just delete it?

I think you will have performance issues if you eliminate it without tuning it out ...
