Tach issues... not like the rest!!

so im having a tach issue, and after searching through what seems like countless posts regarding tachs stuck at zero or at max i couldnt seem to find one that fit for my issue.. my tach is generally stuck at 4500 rpm. if i rev the engine over 4500 rpm the tach needle moves fine, but it will not go back below 4500. took the tach right out thinking maybe the needle was sticky or something.. it was not i can freely move it after moving it to zero and revving again it would just stop where i reved it too, except if i rev past 4500 then it just settles back there.. WTF im in an 87 camaro 305 tpi fairly stock and i have very limited knowledge about transistors capacitors and all the like..
please if anyone has any insight into this issue it would be appreciated. Also some pics of how the darn gauge cluster comes out would also be useful
