1994 camaro starting problem

Having problems starting my car when I first start my car in the mornings or after it it sits for a an hour. It takes about 10 to 15 seconds before it will start but it starts right up when it is warmed up. I didn't want to just start changing parts so I took it to my local GM dealer and they did a diagnostic check on it and told me that my fuel pump needed replaced and they would do it for $960 dollars. I ended up replacing my pump and that did no fix the problem any advise would be appreciated
