not sure what this is?

Uh stupid question but what is this? (its ticking). Also engine starts rough and wont stay running with out throttle, then after about 3 - 10 seconds it starts running smooth and the ses light turns on.

Thats the valve for the AIR system (smog pump system) - yanked mine out years ago so not exactly sure how it functions. It's not necessarily legal, but it (the system) can be removed - see https://www.thirdgen.org/serpentine

It won't have anything to do with your SES light and engine running poorly - pull the codes from the computer and see what's going on there - all it takes is a paperclip - https://www.thirdgen.org/service-eng...ht-error-codes

its called the air diver valve,

"In an emission control system having an air pump for delivering air to the exhaust system of an internal combustion engine, a valve controls the air pump discharge pressure in a fixed relationship to exhaust pressure by diverting a portion of the air pump discharge air flow. As a result, the flow of air from the pump to the exhaust system is maintained as a constant proportion of the engine air flow."
