83 Iron Duke - Did I short the ecm or prom?

Hi, My 16yo son has an 83 with the 4cyl 151 in it. Was having intermittent stumbling and fuel shut down issuses. TBI injector was sometimes just not spraying. Decicied to go through fuel system. Replaced fuel pump, fuel filter, fuel pump relay, fuel pressure regulator and injector. Was still having problems with same issue. Thirdgen boards suggested putting in new ECM. I ordered a rebuilt by AC-Delco unit through my local dealer.

When I got home from work yesterday my son was waiting at the door with the new unit. He insisted we swap it out immediately. Well, in my rush of -just wanting a Friday beer after a long week and to just sit down- I swapped out the ECMs and the prom. Without disconnecting the battery!

We turn the key, engine cranks nicely, fuel sprays from injector. No spark. Checked from the plugs-no, the distributor-no, the coil-no. The ECM fuse-fine. Put a new fuse in just in case, still nothing. Swapped old ECM and prom back. Still nothing. Never ever had spark/fire issuses. Was running fine (other than fuel problem).

Did I fry the prom, the ECM or both? Oh yeah, I did double (triple) check all wiring and connectors. I made sure ECM connectors fully seated and not corroded. Any ideas? Thanks a bunch.

I maybe should mention that the TBI injector still sprays fuel with both ECMs. Also, how would I check the ECM connectors for power using a VOM? Thanks again.
