91 gta starting/fuel prob

I have a 91 gta, the fuel pump dont purge, but starts if you use starting fluid, then will run fine, will even restart without starting fluid, unless it sits for awhile. Tried swaping fuel pump relays. Starting to think it may have something to do with chip in key, aftermarket alarm/remote start. please help

If the chip in the key was not working, the injectors would not fire at all, and the starter would not run at all, so it's not the chip (VATS). Are you sure you swapped the fuel pump relay and not a fan relay?

im pretty sure the fan and fuel pump relays are next to each other on the driver side firewall and exactly the same i switched them still had same problem
