aftermarket fuel regulator--TPI

I'm having a high PSI fuel issue. Its fine with pump on ignition off but as soon as i crank and run it hits 60.I checked return lines and all are clear. I installed a new diaphram and BBK ajustable cover on it.Doesn't help. Could I put an aftermarket regulator on the inner wheel well then "T" in the return line? I want to keep the factory regulator in since I don't know how to delete it.That should work since the factory regulator would just be getting the correct PSI,is that correct?
