Firing problems

So ive been working on my 91 rs.
Just got a new PROM chip installed with my new ECM.

No more check engine light (Had code 51 - PROM error)

Went to fire up my camaro, and it makes all the sounds like its about to start up. But doesn't. What would keep it from starting up.

No, but what im thinking is its VATS.
A carshop wired in my key inline with the VATS system.
Im thinking now with the new PROM that the resistance on the key isnt right.
So it wont fire up?

im thinking just pull the key out and connect the wires back together and see where that leads me.


But thats just off somethings that ive read on cars with similar conditions.

it makes all the sounds like its about to start up.
Based on your statement it’s not a VATS problem.

The VATS disables the starter therefore you wouldn’t even hear cranking, much less the other sounds of it trying to start.

Oh, was an older post sorry.
Since this post I've reprogrammed my chip. well had it reprogrammed.
And upon installing it the second time
the car doesnt even crank. Power is going through the car, when key is turned nothing happens but battery draining. (I know this because I turned my fan on 1st to see what It would do, and it was soon cut off due to voltage lost)

Car Isn’t Cranky So I Am

Using a voltmeter or test light (the type for testing for voltage, not a continuity tester) probe the yellow wire at the starter enable relay, which is located under the left kick panel.

Is there power there when you try to start the car?
