18MPG with the 4cyl Firebird LOW?!

I have a 1982 Firebird 4cyl Auto. I have read plenty before I purchased this car and I read that I should be breaking 30 if the car is tuned up and running great. I checked and I got 18 MPG per tank. The previous tank was around the same as well. What is wrong here? I dont drive it like its a go cart... I purchased to save money. Below is currently what I have done to the car and it doesn't seem to help.

New Plugs
New Wires
New Distributor Cap
New Rotary Clip
New Air Filter

What else would you guys suggest?

Sounds about the correct fuel economy to me for city driving. That 4cyl is working to lug around the 3300 pound car. If it makes your feel any better my wife is lucky to get 18 MPG out of her 4cyl ION. The manual cars were rated at 29 highway and 20 city auto 19 city and 27 highway. Is yours carb'd or injected?
