Is these a decent deal, and do you still think they are workable, or just scrap. If maybe workable, what should I look for??

There's nothing to really look for - either they are good as he says or they are not. You can get a hone for a drill, and hone the cylinders yourself to get the surface rust out and look for bad pitting - if pitted/rusted worse than a honer will remove, then it'll need taken to a machine shop for boring.
Heads you can pretty well clean up the same as any other rusted metal to see what you have, then get casting numbers off them and research before spending any money on them. If decent heads, you can pretty much just get cleaned/hot tanked again, then get a valve job done - about $350 for heads at a shop to get them worked (new valve seals, 3-angle valve job, etc.
For $35 ain't got much to lose but time and gas - worst case is you take it to recycler and sell for scrap yourself.
Oh - make sure you get the block ID first and verify it's really a 350 block!

Ya. I figured for 35 bucks I can't go wrong. If it cleans up nice it will give me something to do after done with painting my car

before I even ran a hone I'd work the cylinders real good with oil, a rag and elbow grease. When you go there, quickly check to see if there is a noticable ridge. If so, since it's already .030 over you may be looking at a boat anchor. Just because the seller claims that it was machined and set aside doesn't mean you shouldn't run your fingernail up and down a few cylinders just to check it out
