1) No. Specifically states not for 1987 later engines. But I believe this can be overcome - I think this is the issue with the 4 center intake bolts not matching the angle of the 4 holes in the heads - if so can be drilled out to fit.
2) Non-EGR, so not legal replacement. What's your local inspections like?
3) You will need an adapter plate to mount the TBI unit onto it.
4) Why? Unless you have done exhaust, waste of money - can't put more air in without being able to let it out.

search something like "intake holes" - there's a ton of threads about it. You're basically just elongating the intake holes to accomodate the holes in the heads.
