Won't idle problems?

Won't idle problems?
I am looking to trade my 92 rs for an 87 Z28 because of the better floors and overall body. It has the 305, I'm not sure if it is the tbi or tpi though. I asked, and I'm waiting for an answer on that.
The problem is that it won't idle. The seller says it will run if you hold that gas above 2500 rmps. But, once you let off the gas, it dies. He also said it will start with starting fluid. What could be the problem? If I can fix it, and he accepts my trade, I want to do it.

I guess there was no tbi on z28's in 87, so it's either tpi of carb. I'll find out soon though.
EDIT: It is a 205 tpi. He replaced the original 30 tpi with a different one because the owner before him never changed the oil or took any care of it.
