2 questions
first question is im get oil in where my air filter is. my buddy told me it is blow by which a couple other people also said it could be. is there anything else that could cause that. second question i have to turn the key a couple times before it will start up if its sat for a lil while. what can cause that.

it could be your valve timing (Bad timing chain, or needs adjust.) Or bad intake valve(S). Blow-by does not usually come out the intake... Check your timing. What do you mean " Turn the key" be a little more descriptive, please...

Oh forgot to mention that it sounds like my valves are tapping. Also I don't if this has anything to do with it but when I start my car up the oil pressure is fine but when it gets warm it barely has an pressure. Also I mean when I put the key in the ignition I have to turn it a couple times then it will start. I hope that's a little more descriptive.

If your car is stock ... your air cleaner has a hose from the pass side valve cover to the air cleaner housing. Inside the cleaner housing, there is a small white filter that sticks in a slot kind of. Is that filter there? Is it black? Try replacing that with a new clean white one, then drive for a week and see if it turns black again - if it does, then that's blow-by.
What happens is that over time the rings on the pistons don't see as well anymore, and thus oil works it's way through. Also, bad valve stem seals will allow oil to come up through the valve train - it then gets sucked up through that hose to the air filter area. That little white filter is to collect the smokey oily film so that your air cleaner/intake doesn't get coated with it.
On your starting - when you turn the key, do you get a single click, or multiple clicks, or nothing at all?
Single click ... then most likely you have an issue with the starter wire (it's purple at the starter). Follow this start troubleshooting guide and see if there's any bad connections between ignition switch (not the key cylinder, but the actual switch) and the starter: http://www.austinthirdgen.org/index.php?pid=19
Multiple clicks ... you have a battery issue - have battery and alternator checked for free at any local parts store
No clicks ... Could be a VATS issue - read these to understand VATS (I'm not saying you need to bypass it right away, just read for the info): www.thirdgen.org/vats https://www.thirdgen.org/vats_passkey_system
What happens usually with the VATS ... inside the key cylinder there are little contacts that are spring loaded - these touch the pellet in your key when you insert. Over time, the springs and/or contacts wear out, and no longer touch the key. If you have keen vision, you can look iside with a flashlight while slowly inserting the key to see the contacts. Alot of folks just buy a $1 resistor at radio shack and bypass the system, but you can get a new key cylinder to install as well - you just have to have a key cut that fits the new cylinder, but has the same pellet as the old key.

Oil in the air cleaner could be a PCV valve. The hard start could be a number of things. Click the key to 'on' and listen for your fuel pump when it's done priming try to start it. I had a similar issue in my 91 TPI and a couple months later the fuel pump took a ****. You could have a faulted check valve in the pump and it's not holding pressure like it should (granted it does bleed off all the pressure eventually).
Blow-by I'd have to read up on the vacuum routing of the TBI (I haven't had my 92 RS for years). Blow-by is when combustion gases escape around the rings and find their way into the oil pan. Usually resulting in fouled oil and at times a harsh gas smell in the oil. I know on older vehicles where the PCV valve vented into the air cleaners they caused this but on a TBI it vents just below the butterflies doesn't it?
