What is this part on the sending unit or fuel pump assembly for in-tank fuel pump

The deal is I have excessive pressure coming from my fuel cap on my MPFI V6 when I remove the cap. I also have no pressure/vapor/gas being released to the charcoal canister. I think the item marked below may be clogged because my charcoal canister line is not clogged up to it.

I'm wondering if its ok to remove this thing so vapors will go to the charcoal canister and not build up pressure in the tank so I don't burn up anymore fuel pumps. Or wondering if this is a part I can replace.

I believe that is is a restrictor for the vapor release. I think opening it up completely would not be desired. A few weeks ago when I had mine out, I blew carb cleaner through it and it seems to have some flow, but not much when I blow through it.

Carb cleaner sounds like a good idea, I'll give that a shot.
