Fuel Pump bad?

Car: 90 Camaro
Engine: 305 TBI
Transmission: 5 speed
Axle/Gears: 3.42 POSI
Fuel Pump bad?
I have a 90 305 tbi. When i turn the key to the on position you can hear it kick on and if you wait long enough kick off and then start fine. If you turn the key to on and immediatly start the car it takes longer for it to start. Also when you turn the key off you can hear it run for a couple seconds before turning off.
