Could a warmed over 305 T5 crack the 14's?

Transmission: T5
Axle/Gears: 3:08
Could a warmed over 305 T5 crack the 14's?
1988 IROC Z28 LO3 T5 3:08 Vert No rust!
Here's the reasons I'd probably stay with the existing 305 shortblock instead of the more logical proven 350 swap approach.
25%) Excellent condition 305 shortblock.
25%) Lack of time(Are you finished with the patio , kitchen, etc. yet?")
25%) New intermittent occasional lack of energy.
25%) Technically curious.
Can I preface this by letting you pros know that I swapped a mild 400 sbc Vortec headed Comp hyd roller 700r4 in my old '79 Vette and reached the low 13's.
Except for entrance ramp G's, this drop top 88 IROC is disappointingly slow in the straight line department.
Would the following combination be enough to get into the 14's? (I know about the weak sister T5)
1) TBI to on-hand 700 CFM mech sec Holley carb
2) Mallory 4309 reg
3) Performer intake
4) TFS Super 23 175cc intake 58cc chmber heads
5) Comp 206/212 @.050" .480"/.487" 112 LSA
6) Recurved non-computer HEI
7) Hooker 2055 headers
8) Recent 3" Hooker catback Aerochamber exhaust, 2 1/2" tips
9) Dual snorkel or K&N open element air filter/airsteam lid
10) Retain the 3.08 rear gear.
When the bucks and time permit, the 400 sbc core sitting in the garage will probably go in with a T56, eventually.
