Will start vs Wont start with starting fluid?

I was trying to avoid starting a new post here but after reading so many other post i think im confused.I have 2 cars that wont start on their own,an 89 GTA 350 with 10K miles on it and an 88 IROC 350 with 19K miles. The GTA WILL start with starting fluid and run fine BUT the IROC WILL NOT start even with a spray of starting fluid. If i understand this right the GTA probley needs a fuel pump but the IROC could have other issues am i reading this right?

The GTA gets run occassionally (Like 2-3 times a year) and will start back up if it's not shut off for very long like maybe not over 5 -10 miniutes.

The IROC has not run for atleast 8 years and just plain wont start and im trying to get this car running ( it ran when it was parked 8 years ago).

I hope this all made sence,i know you guys will know exactly whats wrong or narrow it down to a couple things.
Thanks guys

You need to get a spark tester & a fuel pressure tester.

The GTA sounds like it suffers from weak spark. This can mean worn or fouled plugs or possibly a bad ignition coil. You can troubleshoot this by doing a spark check and noting the color of the spark. If your spark jumps a 1/4" gap and is blue, I'd change the plugs. If it is yellow, it probably means a bad ignition coil. The fact that the car will start up again when it has been run recently makes me lean more towards bad spark plugs as the cause.
