Help with a little troubleshooting

Help with a little troubleshooting

1991 Camaro RS 305 TBI bone Stock

The car won't crank @ all. I removed the starter & had it tested and it came back as a good starter, I replaced the postive wire/terminal that runs to the starter since it had a ton of corrosion on it & that did'nt do it.

I disconnected the alarm that did'nt do it I checked the battery & its a good battery.

I check to see if I was getting 12 volts to the starter with a test light & I am. But still no crank, there just a faint click coming from below the car & I think its the starter trying to turn over.

What should I check next?

EDIT:I jumped the starter with the fuseable links & a screwdriver and will crank but it won't start! What does this mean?

solenoid on the starter? or under the hood? Either way how do I check to see if those are good?

usually if you hear a clicking type noise, its the solenoid. although this is not a load test, i check them on the ground atached to the starter as normal. hook up jumper cables to a battery. put the negative on the starter nose cone or somewhere clear. put the positive where the cable normally goes. now jump a screwdriver from the S terminal to to the positive connection. the starter should spin fast. if its clicking, its the solenoid or starter. or just have it checked at autozone. lol. solenoids are pretty cheap. $15.oo?
