I really cant see it all that well in the pic but i would say its a vacuum reservoir. It keeps reserve vac so that all vacuum controlled items in the car can function at low vacuum situation such as WOT.

yeah, you dont really need it unless your running cruise control. with out it your HAVC mode door and blend door might change positions temporarily under heavy acceleration but that would be the worst of it. this was on the earlier camaros. it was replaced by the infamous mystery vacuum ball on newer models.

You need it.
It is indeed the vacuum reservoir, with built-in check valve.
It has nothing whatsoever to do with the cruise control.
What it DOES do however, is to store up enough vacuum for the HVAC system controls, to where when you accelerate, all your little air doors under the dash, don't go back to their "rest" positions.

Yes it is necessary. (to the extent anything is "necessary"... there's only ONE action in life that's mandatory, and all else is just a matter of choices and consequences)
You need it.
The inlet port goes to the port on the manifold behind the carb (that's the vacuum source), the other goes to the HVAC control head.

If memory serves, the ball type uses an external check valve; you can get those in the Help! aisle at yer corner parts store.

How do i hook it all up ? Manifold vac line to the new round res and then what ? Would i put in a T then connect the vac line from the heater to the T ? And install check valve on which line ? Manifold to res ?

The purpose of the check valve is to only allow vacuum into the ball, not back out into the manifold when the manifold vacuum drops. The purpose of the ball is to hold enough vacuum to keep the accessories working when vacuum goes away. (i.e. when you accelerate)
