High Fuel Pressure 80-100psi

High Fuel Pressure 80-100psi
Ok guys need some major help.
I started a engine bay cleanup project a few months ago with a friend of mine who is a part time mechanic.
Just to give you a brief synopsis on what has been done so that you guys have a better understanding of my problem.
First off the car is a 1987 Iroc 5.7L 350
We took off all the emmisions ( smog pump, manifolds, egr)
Installed new Alternator, water pump, a/c compressor, pulleys, gaskets, spark plugs, spark plug wires, thermostat , etc
Also installed Heddman Headers and Y-pipe.
Put a EGR blockoff plate.
Also bypassed the coolant lines , so they no longer go into the adapter that sits below the oil filter.
He instead ran one of the coolant lines directly into the radiator and the other into the throttle body.
After everything was installed we proceeded to try to start the car.
Upon trying to start it a wire coming off coil by the distributer, which we disconnected ( which went to a relay ) melted.
we also replaced the fuel pump as we were getting no fuel pressure when key turned on.
after installing pump, when we turn key on , we are getting 40psi, when we crank the car will not start, and the gauge jumps to 80-100psi
now he seems to think we need a new fuel pressure regulator.
I hate to keep buying parts without knowing for sure if this is the problem'
Has anyone had experience with this, or have a idea on what it could be>z?

The melted wire sounds like its for your blower fan motor highspeed.
I have to ask, how much fuel is in the tank??

From the frame there are flex lines for fuel supply and return. disconnect return line at frame and hold into a container, use the fuel pump bypass to turn on the pump observe psi at fuel rail while it's flowing, if it's flowing at all.
To bypass apply 12volts to "G" terminal of ALDL diagnostic connector.
