same boring fuel pump question

Tested the fuel pressure at rail 10 PSi . Ordered new fuel pump (ACDELCO). Should I replace fuel pressure regulator too? Where does it go? Yeah I'm a NOVICE. The car will start and run using starter fluid so I guess it is not an electronic issue. The pump is wired to a switch tied to ignition so it is always on when car is running. Please help. I appreciate your vast knowledge base.

I would just replace the pump at this point. Have you tested the regulator?
