Rebuilt power steering pump - system won't bleed

I thought I would save some money and rebuild the leaking power steering pump on my 350TPI. After re-installing the pump, I followed the shop manual's instructions and bled the system... or at least I tried to. After turning the wheels many many times and starting and stopping the engine, I still have bubbles in the fluid and NO power steering. It feels like the pump isn't working at all. Any suggestions?

If theres bubbles there still must be air, it would seem the pump is working if theres bubbles. I would keep working it back and forth..Not sure what else to tell u really.

Pump was leaking internally. Replaced it with a rebuilt unit and it worked perfectly.
