Aluminum serp type piined crank pulley
So far nothing but flakes this is frustrating.

That would be called a "lathe" and it would be best to heat treat and possibly nitriding the aluminum after machining, since it will wear quickly otherwise. If you find a local machinist with some aluminum tube and machine time, the turning should be easy. The tougher part is finding a heat treater in your area who can do aluminum alloy. 6061/T6 might be a good choice.
