86 IROC making weird tick/whine noises with engine OFF

Hi, first post but long time lurker. Used the website for everything I've needed to fix this car. It's an 86 IROC with a 305 TPI. I reordered my questions so the title question is the last one. Sorry for the confusion, didn't want to open two topics.

---------------------------------------------

The car is having a ridiculously hard time starting up. It was fine a few weeks ago but it's tumbled downhill-- fast. New fuel pump + sender. I hear it arming when I turn the key. It will crank but I'll have to give it a few tries and pump the pedal for anything to happen. Often times it starts to fire then dies immediately. Sometimes it'll start but chug, RPMs around ~600 and either die, or go up into the 2Ks until coming down. Why am I having such a hard time starting it? Car idles in park at ~1400 RPM, in drive ~1000 RPM. New TPS + tuned as well. I'll try and get a video.

---------------------------------------------

The car is having problems starting up. I'll have to give it a few cranks and pulse the gas pedal for anything to start. Earlier today, when I finally got it going, I noticed a weird tick in the engine. I turned it off and took the key out, and a minute later tried it again. I thought it was the fuel pump. I turn the key to ignition, and I hear the fuel pump arm but I hear this really weird ticking sound from what sounds like the intake plenum.

Needless to say, I'm clueless. Google didn't reveal anything to me either. Any thoughts?

Couple questions:

1. How many miles are on the vehicle?
2. When was the last time it had a tune-up (plugs, wires, cap, rotor, filters, etc)?
3. Do you know the history of the car? I.E. is it a stock TPI car or was it swapped in? Any mods done to it?
4. Have you done anything recently to it that required unplugging vacuum lines? That's the first thing I'd do is check EVERY vacuum line and make sure none are leaking.

As for your last question, in higher mileage engines it's common to hear a lifter tick until it warms up and the metal expands. I wouldn't worry about it unless it doesn't go away or it's very loud. Thicker oil can help.

Not sure, I'd have to ask the PO
Bone stock, original
There is a line from a black cylinder on the front driver side of the engine leading to the TB. It broke the other day, but I fixed it with some tubing. I'll double check everything.

As for the ticking, this JUST started about a minute before I filmed it. The engine was at operating temperature when I filmed it. It goes on with the car on or off, it's the same noise. I'm using 10w40. Higher?
